Carter was completely incompetent as a president, but he had represented himself as a man of morals and integrity and many people bought it. I won't judge his personal ethics; I think we are all too quick to judge each other with little true knowledge (I see it here all the time), but it does seem that people confuse compassion and touchy-feely with integrity and virtue(Or as you said--moralizing with morality--I like that!). He just was a terrible president-way out of his league.
The suitcase thing cracks me up---it was good theatre!
