E-Trade has been good lately. The time it takes to execute a short trade order will vary according to the volume, exchange, etc...however, it is my experience in stocks with good liquidity to execute a limit order short trade with confirmation in less than 2 minutes [sometimes 10 sec.]. Again, this would be at or near the bid price.
As to part 2, they don't tell you first of the availability of the stock..the trade just gets executed. You can always change your order before execution of course, but I have never had to separate the 2 steps of availability & execution when doing a trade...
