The idea is still being knocked around, nothing firm yet. I have seen print that they would make it retroactive to January 1st as well.

They have passed the taxpayers 'bill of rights' which overhauls the IRS way of doing things, perhaps that was what you thinking of.

Besides you are not thinking of actually selling your Loral are you ?!

Both the House and Senate have passed this bill, and it would be retroactive to January 1. With this kind of support, I doubt Clinton would veto it. I have made sells(not of LOR, of course) assuming this would indeed become law.
