On my monthly phone bill, there is a surcharge of 22+% which nobody has been able to explain (including the telephone company). This is on top of the 3% Federal excise tax and a 911 number fixed rate of $ 1.75 per month (the latter is probably for the children of the police force).
Can somebody look at his/ her phone bill and see if they have similar charges. FTC is not helpful ...

You're absolutely right; there's no way the administration can fund the entire Bosnian effort just from an increase in uniform prices. But the very fact that the Pentagon is admitting to the link is disgusting.

Budget surplus, indeed; they've just confiscated more than we know and more than they're telling us. And most of that surplus was sourced from the now-defunct tobacco settlement as the greedy Feds and the greedy states went to the well once too often.
