China Pledges to Open Mobile Phone Market in WTO Services Offer

Geneva, July 24 (Bloomberg) -- China pledged to open its mobile telephone services industry to foreign competition and to eliminate rules limiting foreign banks to just a handful of cities as part of its bid to join the World Trade Organization.

China said it would allow foreign rivals to offer paging services as soon as its 12-year-old bid to join the WTO is completed and let them operate mobile phone services five years later. China's top WTO negotiator Long Yongtu also proposed to open Chinese markets for insurance, distribution and legal services.

WTO members including the European Union and the U.S. have repeatedly said China must open its services industries to more competition before it can join the Geneva-based global trade arbiter. WTO membership would guarantee Chinese exporters access to overseas markets at preferential tariffs. ''It's an improvement because half a year ago they said they'd make no offer at all'' on telecommunications services, said Jun Yokota, Japan's top negotiator at the WTO talks. Still, China must take further steps, such as raising a proposed 25 percent limit on foreign ownership of phone companies, he said.

China is the world's biggest market for GSM-type mobile phones, with the number of users doubling over the past nine months to 9.8 million, Newsbytes news agency reported last week. Long said the number of users is growing over 60 percent a year.
