I certainly see crashes and reboots under 95 but they have little to do with programs leaking memory. Crashes and reboots are caused by poor archectural decisions made by MS to ensure maximum backward compatibility and not maximum robustness. NT while maintaing significant backward comaptibility has significantly increased robustness. That point I won't deny. Honestly, in my setups I don't notice 95 leaking memory but it certainly crashes plenty. Based on that NT seems to use more memory but I use NT primarily on all my boxes now. I don't play games anymore so its an obvious choice for me. regardless of whether NT uses more or less memory its a better choice for anyone doing serious work especially if you OEM pre-installs and configures the hardware. learning curve and differences to the user will be very transparent except for the increased robustness which is obviously noticeable...
