WASHINGTON - Investors are being short-changed by companies that don't give a complete picture of their efforts to solve computer glitches, the Securities and Exchange Commission believes.

On Wednesday, the SEC unanimously approved stricter guidelines, in response to congressional criticism that many companies are providing sketchy information under current agency rules.

The guidelines could be in force as early as next week.
