I'm not so sure about the tweaking. Who will do it, and who will decide what gets tweaked? Tricky questions. I suspect that what's best in people comes from a place awfully close to what's worst in them, which makes any kind of physical or psychic surgery risky. Traditional religion has always treated the problem of eliminating the negative drives by dousing down the fire behind them. It has all too often doused the fires behind the positive drives at the same time. Or something like that. Bit over my head, that subject. Theology is not my strongest point.

I wouldn't think for a moment that the social practices of tribal groups - or for that matter small New England towns - are directly applicable to the management of a modern city. But any process of conscious evolution will gain (IMO) from examining successes of the past.
