Not at all. It simply means that when you do real monopoly status, you have certain restrictions on your behavior. You are still far more powerful than your competitors so the restrictions should not limit your ability to compete fairly.

Let's see if I've got this right. From 0 to 69% market share means that vicious dog-eat-dog competition is quite OK, but from 70% on up, the rules change. You can no longer innovate or integrate. You have to give all your competitors a piece of the action. You have to be a good little puppy, wag your tail and promise to be kinder and gentler or Uncle Sugar will spank you.

If MSFT doesn't vigorously contest these stupid irrational laws, then they deserve to be busted up. They probably are breaking the laws, but it's the laws that are wrong, not MSFT.
