This verse seems to me to say the same thing I see in 2 Sam. 7:10.

Is there Hebrew meaning here I do not understand? The Concordance did back you up on the use of the word however, it is not a mutually exclusive explanation. The verse still suggests a place of their own, and protection from trembling. Other verses tell us that they will not leave this place of their own.

Eze 37:25 And they shall dwell in the land that I have given unto Jacob my servant, wherein your fathers have dwelt; and they shall dwell therein, [even] they, and their children, and their children's children for ever: and my servant David [shall be] their prince for ever.

Isa 60:21 Thy people also [shall be] all righteous: they shall inherit the land for ever, the branch of my planting, the work of my hands, that I may be glorified

Jer 24:6 For I will set mine eyes upon them for good, and I will bring them again to this land: and I will build them, and not pull [them] down; and I will plant them, and not pluck [them] up.

Joe 3:20 But Judah shall dwell for ever, and Jerusalem from generation to generation.

All of these verses and others support the notion that Israel will return to the land forever and will not tremble or fear. They are consistent with the use of the word ragaz and also clearly show Israel will not be removed from the land. How do these verses fit with your understanding of 2 Sam 7:10?
