natural disasters can be a stimulus also - rebuilding. It is a better use of public funds than the Japanese way of paying someone to dig a ditch and paying someone else to fill it up. My opinion is that private sector is much smarter in allocation of capital and Japan would be smart to give private sector leeway, but create the framework where capital goes to projects with the best returns.

Ramsey, it's on the front page of my local paper today, including a dramatic color picture of people sandbagging along the Yangtze River. Looks like the flood of the century. Three whole counties submerged.

Ramsey,

There have been published statements of doubt about the veracity of flood accounts in the past. The suspicion was that China overstated flood damage in order to regain world opinion in favor of the Three Gorges dam project. I have no opinion on this but wonder if you or anyone else, does for that matter.

I have a friend who has just arrived in Shanghai and hope to hear some comments from him soon. From all appearances this flood is one of the worse in a long history of flooding.

Article concerning the reporting of the Yangtze floods, maybe not a problem of U.S. neglect...
