I was under the impression that the shareholder was the one that decided whether or not the company was worth investing in.

Are you saying that only shareholders can decide not to invest in a company???? This seems counter intuitive to me.

Shareholders are the ones that decided at some point in time that the company is worth investing in. Non shareholders are the ones that decided the company is not worth investing in, based on price or other considerations.
