The reason you were surprised is that the telecom industry uses the term 'cordless phone' in a different way than the way the average american does. What they mean by 'cordless phone' is a system very similar to cell phones, but without the ability to use the phone while moving fast. (i.e few cell handoffs) and sometimes without the ability to receive calls. Europe and Japan have standards for this type of system (DECT and PHS respectively), but the US does not. So of course the European and Japanese markets are growing faster.
