Well, it can absorb selling pressure, for sure, providing a floor for the stock. But as a tool for raising the stock price, the SEC made the rule so that a company cannot manipulate its own stock. I support buy-backs in general as they counter stock option related dilution and can slightly increase EPS as there are less shares outstanding. That is assuming that a company will buy-back all the stock it said it would.
