Reno's Fund-Raising Decision Probed

WASHINGTON (AP) -- FBI Director Louis Freeh, who has urged appointment of an independent prosecutor to investigate campaign fund raising, pleaded with a House committee to give Attorney General Reno more time to weigh his recommendation.

Freeh said he believes that under the law, Reno has a conflict of interest requiring appointment of an independent counsel. Without naming names, Freeh said the Justice Department investigation involves associates of President Clinton and Vice President Al Gore.

The investigation involves ''a core group of individuals who in my view are indisputably covered persons'' under the law that governs Reno's decision, Freeh said.

Asked whether he was referring to the White House, Freeh said, ''Yes, in a much larger context than the White House.''

''I don't know if you want to answer this,'' asked committee Chairman Dan Burton, ''but does that include the president or vice president?''

''Yes sir,'' Freeh responded.


Freeh faced the House Government Reform and Oversight Committee, which is threatening to find Reno in contempt of Congress for failing to turn over memos by Freeh and a top prosecutor recommending an independent counsel.

''We are right in the middle of her decision-making process,'' Freeh said in pleading that the details of his memo be kept secret. ''That internal process ought to occur without any external interference, at least within this short period of time.''

Burton, R-Ind., has threatened to seek a contempt citation against Reno if she does not turn over the memos from Freeh and Charles LaBella, former chief of the Justice Department's campaign finance task force.

''It would be inconsistent with Congress' core oversight responsibilities to simply accept your assurances that you have adequately considered the recommendations of your advisors without looking beneath the surface of those assurances,'' Burton said in a letter to Reno released Monday.

Justice Department officials have argued that turning over the documents, which also contain secret grand jury evidence, could jeopardize the task force's ongoing investigations.

Also today, the House Commerce Committee prepared to hear from Franklin Haney, developer of the controversial new Portals building in Washington, which is to become the new home of the Federal Communications Commission.

Haney, a Tennessee resident with ties to Vice President Al Gore, paid $1 million to Peter Knight, Gore's ex-chief of staff and the former manager of President Clinton's re-election campaign. Haney also paid $1 million to former Tennessee Sen. James Sasser, now ambassador to China.

Haney was paying Knight and Sasser, both private lawyers at the time, to help promote the Portals and other projects.

Both Knight and the White House have said Gore was not involved with Knight's representation of Haney or the FCC move.

Haney recently turned over documents on Portals to the committee, which had threatened him with a contempt of Congress citation.
