I would expect that the progress they are making on building out the hub sites and getting roof rights negotiated will have an impact on their on-net numbers. Also, the implications of the P-MP technology in terms of increasing the number of addressable buildings that would be on-net could be significant. Still, your point is well-taken. The problems I described a couple months back were largely attributable to Bell Atlantic and TCG, but do underscore the difficulty that can be encountered when WinStar is dependent on other telecoms to provide services.

If your numbers and analysis are correct, maybe they can't afford to speed up the other cities. If they did, we may have had a larger loss yesterday.

In the other cities, they would be looking at the 5-15 % margin for reselling. Spending the money in NY say, gets them to the 60 to 65 % for fully on net.

Maybe it's simply using the money you have to it's best advantage.

-Many of the lines on the switch are brought there via leased
lines due to the fact that provisioning can not , for some unknown
reason, keep up with orders. At least one of the key cities (more than 3
3 hubs with a switch ) has at least 2500 leased lines waiting to go
wireless shoots---Nate has decreed to all sales vp's that ALL lines
that should be wireless MUST be wireless this present quarter---and if
there is a problem doing that, to call him and get him involved !!!
I don't understand what is the problem with provisioning--
understaffed?--undertrained ???--
