In the interest of fairness, here is a Yahoo post countering what the Satellite Observers see:

Keep in mind a lot of this stuff is rumor, and treat it as such. There are many reasons the sats don't flare as expected, including:
1. They are maneuvering (if they are orbit lowering, they fly "backwards")
2. Flare prediction programs are using a bad element set (the Goddard element sets are not terribly accurate)
3. Flare prediction programs are using an old element set and the sat has changed orbit

I can assure you that SV 46 is alive and well. All the failures have been reported in an extremely timely manner (within 1 week), all things considered.

Final note:

Long March launch on 8/19 is to plane 2 as reported. This will fill the constellation hole and provide a spare

Delta launch on 8/31 is as originally reported: Current plan is still to put 4 to plane 6 and 1 to plane 5 (filling 2 holes in plane 6 providing 2 spares, and giving plane 5 a spare)
