In California they assess a property tax on cars. Thus all car owners could vote. Some sort of exception would have to be made for Diesel owners of course.

PRPERTY=land, not automobiles.

Taxes on land, autos and other property are illegal under the origibal Constitution. Federal government and States conveniently ignore this and pass illegal "laws" making it possible.
