I have looked at PFINA before. I checked again tonight and here is a breif summation for you in my opinion of why the stock did not break out of it's base.

First it's really a great value but it's not a spectacular growth story. Second it's really not all that sexy a business so many investors might not see the continued growth for PFINA as something to get excited over.

The problem with a basing stock is we don't really know if the stock has been under accumulation or not. What do you think?

I checked everywhere to see how they did with earnings estimates. No one seems to follows PFINA. I went to Market Edge to get a technical analysis opinion, also no information. I went to Vector Vest and found they have a hold recommendation.

Anyway I think you have a great value but it is at the top end of it's historical P/E range and I don't see investors paying more for PFINA.

PFINA's 20% cheaper now than your first post and has made an accretive acquisition at the end of September. you're not missing anything; no analyst coverage as yet. but they did retain IR firm recently and are trying to get the street interested. noticed pfina has its own thread here on si but without recent participation.
