I'm talking FLOAT not OUTSTANDING!

I would be suspicious that about 8 million shares were released and bought up by whoever is going to be the domestic partner or perhaps the buyer or perhaps a pharma taking an equity position in the company.

No, the float is the number of shares available in the open market. Companies usually keep some stock in the tressury as part of stock options, or company assets and sell them in case they need money. Normally this stock is not available for trading. This is extremely bad since now you can borrow those shares to short which would mean that the short intrest can go up another 10 mil shares from 14 mil to 25 mil on top on an extra 10 mil shares already available. Which would effectively mean 30mil+14mil+10 mil shares in the market, for a small cap this is killing. If this is true, expect me to join the law suit bandwagon as well.
