Since it seems that Marc R. Tow, with a web trail of tax lien property purchase activity, has been identified as the source, among others, of these properties, then that basis could be quite low. Maybe not even 1M.

It's not a secret about tax lien properties in West Virginia. In fact people have been doing this for many many years now. Miners looking to strike it rich buy a few tax forfeited properties in WV for pennies on the dollar. Do a little surveying on the land and decide at that point if it's worth it. If it is not, then default on the taxes for 2 years. Tax on WV mineral properties is $5 per acre per year. The land is recycled over and over. All of the properties on the two major stratas have been mined and owned for over 100 years now.

Like Lonnie said, most people go up in the mountains of WV with a dream and 9/10 barely have enough to buy a ticket back home.
