I agree, I have only recently come to this realization myself. But, the only difference is the Government sponsorship. I still believe that GLOW does have an agreement with the Government of Dominica, hence the 10% (9 million dollar estimate).

The deal is still very significant for this company, and it gives TGW one less thing to complain about. After the Phone number and Web site are in operation, GLOW will have revenues !!!!
