Here's my opinion of Japan's situation:

MITI targeted key technologies and paved the way to making Japan a technological and economic powerhouse. Japan innovated with just-in-time management systems and adapted key electronic technologies from the West.

Now Japan's strategy has been copied and adapted by other Asian countries -- South Korea, Taiwan, Singapore, ...

The US powered ahead with the leadership of Intel, Microsoft, Cisco, Dell, ...

Japan lagged ...

There is no simple fix. With China coming on line over the next five years, Japan will not be able to power her way out of this one.
