I'm on the east coast (NJ) and have the same problem with Bell Atlantic. I couldn't get more than 28.8k out of my 56k USR modem, no matter what ISP i used.
I didn't want to make my phone co. fix it because i was thinking about getting ISDN.
The only problem with ISDN is it gets a little expensive if you use it a lot and i do(phone co. charges + ISP + second ISP to backup the first + ISDN modem + installation fees, "cabling and wiring" and so on), although it's still a good option.
But now I found a couple of local ISPs that support "ShotGun" and will probably have Bell Atlantic fix my lines, because it's a hellovalot cheaper and almost the same speed :)

so it's not just you......there's a lot of people out there with the same problem - phone lines :)

and BTW, thanx - your post and guys answers helped me a lot.

You're not alone. I can't get more that 28.8k out of one of my computers using Sprint Earthlink. My phone company is Bell Atlantic.

I tried flashing the modem with the upgrade from Dell's upgrade page, but I couldn't do it because the V-90 DOS based upgrade utility gave me a message that it needed 32-bits to flash, and the Dell technician was stumped!

I have the same problem with the 56k kflex that came with my computer. I only use it to surf the web, not to get quotes or trade so I never bothered to try and fix it. Sometimes it connects at 33.3 and sometimes 28.8 but never higher. It has a mind of his own. My friend comes over my house, uses my phone line with his portable which has a kfex and connects at 44.4! Sure beats me.
Sometimes I think that the computer just gives you a number.
