Duh! NAFTA is an Act made by Congress, like the Taft Hartley Act. It is not an "organization" or an "agency". Well now there hbohlig, you and I understand things pretty well. Looks like our Colleen slept through that lesson, however. Perhaps you can direct your lesson her way.

The U S government has a substantial foreign aid budget. The U S is a heavy contributor to the World Bank, AID, and the UN which are frequently involved in the development of commerce in many countries. The US Commerce Dept would promote commerce between the US and other countries under NAFTA rules. (As an aside, the US does not like to pay its UN bill, but that is a whole other topic)
