Datek is the only one I know of that doesn't.
I've had accounts with Schwab and Discover on line, have apps in hand (not submitted) for several more and all of them seem to trade the indexes.

My main problem with on line firms is the speed of execution and notification.....
my positions on the OEX must be bought and sold in less than 15 seconds or I won't be there and I need to be confirmed just as rapidly . The phone broker so far has been the best ----- and I have had and currently have 4 different brokers and they all do different things better or worse than the others ......
so it depends on what I'm trading as to which one of them I use .

for sp futures you need a futures broker.
for oex opyions u can use any stock broker
