Big Tobacco gets big victory from appeals court In a major victory for tobacco companies, a federal appeals court ruled Friday that the U.S. Food and Drug Administration did not have jurisdiction to regulate tobacco products, reversing a lower court decision. The ruling derails the Clinton Administration's bid to cut youth smoking through increased regulation.
