Howard, The HTML spec is published by the www consoritum. The spec is on their web page. Honestly I don't have a URL handy. I think with the sophistication of tools today there is no need to really know HTML. I know several professional web developers who were die hard write the code by hand biggots for a long time who know won't use anything but FrontPage or the Fusion Products anymore. Personally, I think frontpage is an amazing tool with the best well rounded suite of features you can find for cheap. Its blows away several tools I have seen that cost over 2,000 seat.
