I'm guessing on this one, but I believe that Bob thinks the Small Caps will outperform over the next three to five years. I realize he said that he is waiting until the small caps start moving, before overweighting in small caps. But, why would Bob move from the S&P 500 to the Total Market Index, if he thought that the large caps would continue their outperformance? By recommending the Wilshire 5000 over the S&P 500, Bob is implying that the small caps will outperform.

What do you think? Is my imagination running wild again?
