Gazprom is not a fair comparison, since there are limits on how much foreigners can own ( 30% ?). I remember reading somewhere that the Gazprom ADR's are selling for 200% premium to the price in Moscow.
I don't believe there are such restrictions on ROS.

Also I don't agree with your estimate that ROS would account for 1/2 the value of Syinvest. My guess would be 1/3rd. Of course you may be right, but I think we need better information of what Syinvest's holdings are and what they are worth.
