I haven't paid much attention to the changes from "preliminary" to "final" but you could get historical data from the SEMI web site--just look at the old press releases. Last month's release has the "preliminary" number for June, and this month's has the "revised" number.

I don't know enough about the mechanics of the survey to even speculate on what an upward or downward revision might mean.
