Starr's report will likely be devastating, but only if he forces Clinton to either testify "completely and truthfully", or take the Fifth, and that may take a few months. As it stands now, it is still "he said/she said", which is why Clinton and the Democrats want Starr to submit his report to Congress ASAP. PTB
