In a criminal trial, Clinton's only hope would be a jury nullification. However, I don't believe he'll be put on trial while in office.

In contrast, congressional impeachment proceedings would likely turn in a no-rules mudslinging contest, something that the Democrats are very good at (recall the goverment shutdown debate). In a situation like this, a few shrill voices from politically-safe districts amplified by the media can make a big difference.

Re: whether or not Starr has sufficient evidence to get Clinton impeached. I trust Starr's judgement. If Starr continues to gather evidence, that means he may not have enough of it.
