What to do? As I said, all you can do is vote the bums out and vote your own slate in and hope that your new board proves to have more integrity and competence than the old one.

Recourse? Our only real choice is to hold our noses. With the balance of power as it is, you have to realize this ain't no democracy. Think USSR in 1980. We the peasants. They the Kremlin. Wealth move from us to them. Heads they win. Tails we lose.
