Starr has no interest in Whitewater anymore and therefore there will not be any further impeachment/prosecution arising out of that investigation.

How do you know? Just because Starr decided not to impanel the Grand Jury again in Little Rock the investigation could be continuing in D.C.

At least get your facts straight. The OIC has absolutely nothing to do with impeachment proceedings. That is a strict Congressional proceeding in which the OIC has no power.
