Can somebody explain something to me?

Maybe i'm just stupid, or maybe it just has something to do with the fact that it's Friday, but why would a company announce that they are going to sell each share at $.375/share BEFORE announcing a buyback at these current levels. Are they waiting for a few more weeks so they can buy back these shares at 4 times the current amount? That doesn't make any sense. Anyone out there with any insight on why this may be the case? I'm confused.

Theories I believe:
1. An IR guy with another mine company
said that Canadian based mining companies are having
trouble now getting investors. After Bre-x. (BTW The guy I talked to was more impressed with the garnet and the platinum
than the gold.)
2. No one knows this is a different IDCN yet.
3. mms what it down for some reason. What to make more
money going up and down. Looks like they are
digging a deeper hole to me. No evidence to me
of a dump.
