I found the transcript and read it today. It's not as clear-cut as you put it in your message, but that was the gist of it: The POTUS deposed that Monica's affidavit, which said among other things that she did not have "sexual relations" with him, was "absolutely true." There are no good explanations for this except let me take a stab at what the President's lawyers will say: (1) this testimony as well as all the other Lewinsky testimony was not "material" and thus cannot be the basis for perjury. (2) As Lewinsky used the phrase "sexual relations," she was not bound by or even aware of the Court's definition of "sexual relations," so she meant that she did not have sexual intercourse with the POTUS. The POTUS believed this to be true and thus putting himself in ML's shoes, he was giving truthful testimony. It's not an explanation to write home about, but it's the best I can do. Bennett must be kicking himself for those questions, in hindsight.
