"Bill Jackson" is not a real person he is actually a bot that was built as an AI project by some University students. They did not get a passing grade so they put it into the public domain on the net doing random postings. You will notice that "he" replies at random and strangely off topic but has built in search engine capabilities. If you mention "windows" "he" will search it and put up a site posting, seeming like a perfect gentleman. There are several such bots on the net and it is amazing that people have not detected them. They used to inhabit usenet groups. I know one that was never detected. The trick is to give them a religious or other monomaniacal behaviour. They analyse your replies, pick out verbs and phrases and use some philosophy base to refute you. They often use your words in reply.
