Mike, What gets rewarded gets done. That's why not. You buy that lot, they'll produce more. And more and more. And better and better. Soon, the USA will have thousands of the older models and the Russians will have lots of the new types, paid for by the USA. Also, that surplus is YOUR money! Do you really want to buy a bunch of second hand deteriorating nukes? Better to put the $40bn into tax cuts so people can buy 6 packs of Q-phones.

And Japan is selling heaps of stuff to the USA and not so much the reverse. Some people think that is a problem. They are wrong. If they want to work for cheap and accept US$, that's their problem. With luck they'll accept the rotten low US$ interest rate for decades and you won't have to pay them back in goods and services. But actually, I think they'll buy a big stack of cdmaOne and CDMA2000.
