Fiscal Year 1992, ending September 1993, was the last year the Resolution Trust Corporation's funding had a significant impact on the budget. This was mentioned in the general media at the time of 1993 that the deficit should fall about $ 50 to $ 60 billion dollars in the next year which it did. This was just before Clinton took office. This was not off-budget. The Democrats wouldn't allow it, although Bush had tried.

As for the deficits, the problem is spending for which the Democrats and Clinton have been expanding or attempting to expand spending continuously. Taxes were raised because they insist on increasing spending beyond their means. Expenditures on elderly are almost 50% of the budget...Clinton proposed expanding Medicare to lower ages --- a ploy to bankrupt the government medical system faster. Much of Clinton's proposed $ 100 B savings in medicare/medicaid was a mirrage. They cut payments to service providers who in turn jack up rates for everyone else. The tax hikes are much higher than are obvious.
