Paul;
<<With our pending budget surplus and general prosperity, I fail to see Clinton and Congresses reasons for refusing to fork over the desperately-needed money. God have mercy on them all if the days of old are revisited upon us - living in fear of nuclear attacks, restrictions on religious practices, the control of everything by and for the State. How can this be happening?>>

You know I agree.

But your remarks seem particularly aimed at Russia. We have to include Asia as well. We must recalibrate our expectations in my opinion. Few westerners fully understand the culturally infused implications of confession of mistakes and wrong doing here. In the West our Judao-Christian morals suggest that confession is good for the soul. We believe in redemption. It is a concept that does not truly exist here in my opinion. Thus remediation takes longer, and winds down a thick road of hubris, false pride, and a complex ethos that is difficult for us to understand, let alone navigate. Nevertheless... it is what is.

Best,
Stitch
