While this is an interesting dream, I just don't see it happening. Its a "prisoner's dilemma" situation - each country is better off if everyone else but them goes along. Each country will look at this situation and decide that they'd like to be the one exception, and your back to square one!

A similar problem is occurring with whaling - look at Japan and Norway(?) continuing to whale. If everyone else ceases, there is more for them.

So America must dictate to developing nations a policy that is economically inefficient for them? This is certainly unfair! This will restrict their growth and their ability to join the club of wealthier nations.

Prisoner's dilemma again! This type of dilemma is extremely difficult for governments to handle. This is why I'm pessimistic on these issues being solved any time soon.

When I lived in Tokyo people did this so they wouldn't spread their colds to others. What country are you speaking of?
