No companies will say at what price and when they're going to buy
their stock back.

Why? Stock buyback will lift the stock price which in turn
increases shareholders' value. I don't see anything wrong
with that.

Why would investors be angry? The taking of stock out of a circulation at a low price improves the quality of the asset you own. Would you rather they were bought by some bottom fisher and were flipped 3 points higher just creating selling pressure.
