Night Writer...I can only speculate...

Any investment by corporations are not backed by any government,
and would therefore, be extremely risky in such a volatile political
country. There does not appear to be a strategic course of action
by politicians and business leaders.

Esso/Exxon lost its oil fields (1975) when Venezuela nationalized the oil industry.

The United States has not been as aggressive as other countries in
helping their industries attain business overseas.

This international "crisis" is a perfect opportunity for the USA to
further extend its economic influence around the world in exchange
for much needed US financial support.

A lack of a concerted organized effort by politicians and business leaders might let an excellent opportunity slip by.

The USA could obtain the natural resources at their terms instead
of having to compete with Russia when it is forced to "dump" them
at low prices in the near future.
