I would suspect that RIS couldn't get all the financing required for the 50%. This is not too surprising given the recent stock price and natural gas price.

However, they do have an option to increase their holdings to 50% in the next year.

If you go back to the original press release (March??) the deal was to buy 25% in 1998 & 25% in 1999, so we're still ahead of the original deal.
