My guess for the BK initiator: The resignation of the President of the United States: William J. Clinton. This is very possible now, his power and credibility have been drained.

Actually, what I think would be worse than his resignation is that he does not resign when/if the judiciary committee decides to initiate impeachment proceedings in the full house. This will effectively mean that the U.S. is without a functioning government for a potentially extended period of time. A resignation would of course produce a sharp sell-off, but it would be quickly over afterwards. Gore is no disaster.

Clinton has said publicly that he would put up a fight if impeachment proceedings were initiated (not that I trust his word).
