Hype. Your water meter does not care what year it is, neither does your electric(well most places, but time of use is recent for >80% of the market) or gas. This arguement is like stating a large city needs to inspect all their elevators, esclators, and traffic signals.

even though there are over 50,000 water utilities, TAVA/Beck would be wise to target the 4,000 AWWA members, which according to AWWA "deliver approximately 80 perecent of the tap water in the US."
