Brad: Viagra is not covered by National Health. That is, it's restricted from being used by National Health Service at this time. That means insurance doesn't cover Viagra in the UK. I think that's a fair use of the term "restricted."

I also think it's reasonable and fair to assume that Vasomax will be treated at least as cautiously as Viagra, since there is no reason to think that the UK acts capriciously, and every reason to think they utilize a consistent public policy.

Your suggestion that Vasomax would not be treated under the same regulations as Viagra, suggests you have some reason to think that the UK acts inconsistently. Since you apparently have no reason to think they are inconsistent or capricious, I prefer to consider them to be likely to be consistent. After all, their policies are public policies and not a matter of speculation at all.
