I don't think Clinton's lawyers thought they had any hope in getting Starr to give them the impeachment report early. They were making the request to sway public opinion. People will think that we owe it to the President to allow him to defend himself to the full extent of the law. It looks petty and fundamentally unfair for Starr to accuse the President with no prior opportunity to respond. At least, that's the theory. And if the public doesn't care one way or the other, then no harm done. It worked to some extent, because Trent Lott took the bait and looked like a rabid dog in slamming the request. Good move by Kendall.
