To my knowledge, we do not make laws by dollar categories.

We don't make laws according to strength or height either. But who would get a stronger response from the police-- the guy who complains he was punched by a 95 pound girl, or the guy who complains he was punched by a 220 pound 6'4" weightlifter?

This is not rocket science, it's very straightforward-- the more powerful you are, the more you have to be careful about stepping on others. Monopoly=power=more requirements.
